JPEG and JPG are the same thing

A form rejected the upload, a printer driver wanted .jpeg, a portal listed accepted types and .jpg wasn't among them. No. They are the same format and the same file; only the extension differs. JPG exists because early Windows allowed just three letters after the dot, and the shortened spelling stuck. Anything that opens one opens the other, so if a piece of software insists on .jpeg specifically, that is a quirk of the software rather than a different kind of picture.
Whichever was asked for by name. If a form or a program said .jpeg, convert here and give it that. If nothing specified, .jpg is the more common spelling and the safer default. There is no quality or compatibility difference to weigh up, because there is no difference in the file.
A little detail, the same as any conversion out of HEIC — both formats compress by discarding what the eye is least likely to notice. At normal viewing size it is not something you would spot. The hidden details your phone attached, like the date and the place it was taken, do not carry across either.
Often it works, and sometimes it does not. Renaming changes the label without touching what is inside, which is fine when the receiving software only checks the name — and useless when it looks at the file itself and finds a HEIC.
